To be an Engineer requires an engineering degree or certificate. This will typically mean that you have a full understanding of a computer system (printer/network device/or otherwise) at a detailed level. You'll have a good understanding of how a file system works on your hard drive, how messages are sent through the internet, and much more.

Computer Technology is a broader area and can be anything from network engineer to help desk support to programming to database maintenance and design.

Right now the job industry is tough and many people are choosing not to major in these fields. Engineers will have an easier time than a non-computer engineer mainly because most engineers wind up in research. One other area you may look into if you're into computers is security. That's a growing field right now and many people out there don't really know what they're talking about...mostly is guessed.
