The difference is one guy is an actual engineer the other is a tech. They went to different schools. Im currently major in Computer engineering degree.
A degree in Engineering and a degree in Technology are different. an engineering makes you become an engineer( in long term you can get a job) while a tech degree make you become technician/technologist.

The ECE degree requires math through calculus III and differential equations, while ECET stops at calculus II.
Engineer = design / management if public safety is involved. $25 - $65 / hour.
Technologist = build / repair according to the Engineer's design; design things that would not harm the public if the product failed. $16 - $30 / hour
Technician = build / repair. $8 - $24 / hour
